PDFill PDF Filler: Insert Web Link, Whiteout and Highlight
(See Example PDF and Example PDFill Project File  )

Here are the steps to create:

Choose Menu Insert > Select Link, Whiteout and Highlight

or check the button item , , or to insert from the Format Toolbar.

These 3 items are just Multiple Line Text with some properties turned on. See the following figures:
